Mushkegowuk Council James Bay All-Season Road Feasibility Study
The feasibility study for the James Bay all-season road involved a comprehensive public engagement program to gather and share information with seven remote First Nations communities. This webinar describes how a mix of consultation methods and tools were applied to form a flexible program that built trust and positive relationships with the communities.
Event Information
The Mushkegowuk Council represents seven First Nations in Northern Ontario. They retained Morrison Hershfield to undertake a feasibility study for a new 525 km all-season road. The project included integration of traditional knowledge, environmental studies route selection and refinement, functional design costing and extensive community engagement. A mix of several different consultation methods in a comprehensive and flexible program built trust and positive relationships and produced beneficial outcomes with the First Nations Community. The presentation provides and overview of the study process, potential positive and negative socio-economic outcomes if the project proceeds, techniques used to engage with people during the study and lessons learned.

Andrew Harkness, Director Environmental
Andrew is a Principal of the firm and a Director with Morrison Hershfield. He specializes in Environmental Assessment planning and in managing multi-disciplinary project teams on a range of complex infrastructure projects.
Andrew leads MH’s Municipal and Environmental Community of Practice which includes a focus on Sustainability and Climate Change. Andrew is a designated ENVISION Sustainability Professional.
Andrew’s project experience includes functional planning, preliminary & detail design, project management, team leadership, public consultation, stakeholder facilitation, agency approvals, environmental impact assessment, multi-variate decision making, reporting and quality control/quality assurance. Andrew serves as Vice-Chair of the Rideau Valley Conservation Foundation Board of Directors.
