Network Screening and Prioritization of Crosswalks for Improvements, City of Whitehorse, YK

In recent years, the planning and implementation process of pedestrian infrastructure and upgrades in the City of Whitehorse has faced increased public interest with respect to how decisions are made, and interventions get prioritized. The City is also striving for a more transparent decision-making process in the context of sustainable transportation, smart mobility, climate adaptation and equity goals. The goal of this study was to provide the City with a proactive, defendable, evidence-based, data-driven decision-making tool to prioritize existing and future crosswalk improvements, applying best practices in pedestrian mobility, safety and equity considerations. A GIS multi-criteria decision analysis (GIS-MCDA) tool was developed for evaluating a subset of about 150 unsignalized crossing locations -including marked, unmarked and mid-block- with a view to prioritize locations for further investigation and capital planning purposes.
